Allan Suchinsky joined MK Technology in 2009 as a Senior Adviser. He is a leading authority in the field of defense and dual-use trade and has unparalleled experience in counseling representatives of industry and government on export licensing requirements and procedures. His clientele ranges from major defense contractors such as Boeing, Lockheed Martin, Northrop-Grumman, and General Motors to a number of mid-size and smaller companies. In addition, he does work for various U.S. Government agencies as well as foreign governments and companies. One of Mr. Suchinsky's primary goals has been to ensure that exporters seeking U.S. Government authorizations receive them in a timely manner, while at the same time remaining compliant with all pertinent regulatory requirements. Mr. Suchinsky served as Licensing Branch Chief at the Department of State's Directorate of Defense Trade Controls (DDTC), where he was an official for more than 25 years.

During his tenure at the Department of State, Mr. Suchinsky supervised dozens of licensing personnel in the processing of some 50,000 export license requests per year. He established policies and procedures for case processing and also hired and trained licensing officers at DDTC. He specialized in assisting industry with the most complex, time-sensitive licensing scenarios and the development of aggressive marketing strategies that adhere to U.S. Government requirements.

Mr. Suchinsky played an instrumental role in drafting the current version of the International Traffic in Arms Regulations (ITAR), which governs commercial defense trade. He chaired numerous special interagency studies on the regulatory process and defense trade policy formulation. He also represented the Department of State on numerous interagency trade security working groups and served as DDTC's primary liaison to the intelligence community.

Mr. Suchinsky was a key participant in high-level negotiation of numerous government-to-government strategic trade and security agreements. He helped negotiate agreements with many Asian nations, including the People's Republic of China, Singapore, Malaysia and Indonesia, and with Australia, Yugoslavia and Brazil. He also held the Department of State chair on the U.S./Canada Security Subcommittee and the National Disclosure Policy Committee.

Mr. Suchinsky is a popular speaker and trainer on the regulatory process and procedures for obtaining timely export approvals. Sessions are held at corporate facilities and at federal agencies (including U.S. military bases). He also develops export compliance programs for clients, produces procedures manuals, and conducts audits of compliance programs. He has written numerous articles on fefense trade issues and co-authored a book on the subject.

In 1991, the Electronic Industries Association presented Mr. Suchinsky with its annual award for outstanding U.S. Government performance.

Mr. Suchinsky is a graduate of Binghamton University of the State University of New York and served in the U.S. Army. He is a member of various trade groups, such as the Association of Old Crows and the National Defense Industrial Association, and previously served on the Board of Directors of the Society for International Affairs, a defense-trade educational organization.
