Until late 2007 Jeffrey Jackson was the Restricted Party Compliance Manager for Emerson Europe and a member of Emerson Europe's International Trade Compliance Group. This group provided guidance on policy and procedures to ensure trade compliance within all Emerson's divisions in Europe, the Middle East and Africa. It was initially set up to determine the effect of US embargo regulations on the non US subsidiaries of Emerson, a US company, but its remit rapidly evolved to cover all of the EU and US export regulations.

As Restricted Party Compliance Manager, he provided guidance to Emerson companies throughout the Eastern hemisphere should a potential customer appear on one of the various governments lists of restricted parties. As well he provided training to export compliance personnel on requirements for, and methods of, screening for restricted parties. To this end, in conjunction with MK Data, he devised software to partially automate the screening process.

In addition, Jeff Jackson advised, and assisted in implementing, procedures to control the export of dual-use products under European Union export regulations, and assisted in obtaining product ratings and export licences from the UK Government. He provides consulting services to Emerson, researching and interpreting export control and embargo regulations.

Jeff Jackson was born in Niagara Falls, Canada. He earned a bachelor’s degree in Engineering Physics from Queen’s University in Kingston Ontario, Canada, and was accepted as member of the Professional Engineers of Ontario.

After 21 years of service in the Canadian Navy as a Combat Systems Engineer, he retired as Lieutenant Commander. During that time he studied Guided Missile Systems at the U.S. Army Air Defense School, receiving the Association of the U.S. Army Plaque as the distinguished student. Later he earned Masters Degrees in Electrical Engineering and in Management from the U.S. Naval Postgraduate School. His career assignments included Canadian Navy overseer at a Dutch factory producing a gun and missile fire control system, and co-ordinator responsible for the design specification for the combat system of a new warship. Just prior to his retirement he was Commanding Officer of a Technical Services Detachment responsible for monitoring quality control at military contractors on the West Coast of Canada.

After leaving the Navy in 1981, Jeff Jackson worked in a small firm providing engineering consultancy to the Canadian Armed Forces. He subsequently moved to Spar Aerospace Limited, initially as an engineering consultant, and later as a department Manager working on the development and production of infra-red tracking and imaging systems for the U.S. and Canadian military, and for the production of components for communications satellites.

In 1989 he moved to the UK as project manager for a small company providing computer systems, using its own purpose-built computers for measurement and control in various aspects of the oil industry. The firm was subsequently purchased by Houston based metering company Daniel Industries, which in turn was bought by Emerson Electric of St Louis. He became the Commercial Controller of Daniel Europe before taking on the export responsibilities within the greater Emerson organisation.

In 2008, he joined Washington, D.C.-based MK Technology to enhance the UK and Europe operations of this trade-controls management consultancy.
